Show School OocmS Agrees m A major reorganization of the administrative levels of Grand county School District was tentatively accepted Monday Mon-day night by the Grand School Board. The four-page proposal submitted by Superintendent C. Robert Sundwall, outlined the need for strengthening the central administration of the School District, and made some specific recommendations recommenda-tions which were tentatively accepted by the board. One principal recommendation recommenda-tion of the Superintendent was that the post of Assistant Superintendent Sup-erintendent be created, with specific areas of responsibility, responsibil-ity, as well as general duties of assisting the Superintend-, ent in his position. Until this time. Bill B. Meador has been serving in the capacity of assistant as-sistant to the superintendent, with other responsibilities in federal programs, vocational and adult education. Personnel Director Under the new proposal, the assistant superintendent would, in addition to his other duties, assume the position of director direc-tor of personnel, which would include , the responsibility of recommending to the superin-, tendent employment of teachers, teach-ers, and continuing relationships relation-ships of teachers to the administration ad-ministration and board. In elaborating el-aborating on this new responsibility, respon-sibility, Mr. Sundwall said he anticipated that the assistant superintendent would have authority in hiring new teachers, teach-ers, with the exception of possibly pos-sibly principals; and would be responsible for developing a teacher evaluation program on a consistent basis which could be used by the board in continuing relationships with individual teachers. As time goes on, Mr. Sundwall said, it would be necessary to delegate del-egate responsibility for adult education, vocational education educa-tion and federal programs to others, to free the assistant superintendent for his nev.' role. Recommends Meador Mr. Sundwall recommended to the Board that Mr. Meador be placed in this position at the earliest possible convenience. conven-ience. The Superintendent also recommended re-commended that as soon as financially possible, the position po-sition of Director of Special Services be re-instituted in the District. This position was in effect here until 1964 when the District ran into serious financial difficulties. It consisted con-sisted of guidance services, instructional media services, health services and special education, with all their subcategories. sub-categories. Also recommended recommend-ed for the future, was a full-time full-time Supervisor of Curriculum but Mr. Sundwall stated that he was convinced that the post of Special Services Director Dir-ector be filled first hopefully hope-fully during the 1969-70 school year. The proposal recommended unqrading the position of School Clerk by designating the Clerk as Director of Business Busi-ness and Finance. The clerk would then operate with increased in-creased authority in the accounting ac-counting field, answering jointly joint-ly to the board and the Superintendent. Sup-erintendent. I7e would have authority to set up and administer ad-minister all individual school money-handling operations in hopes of bringing uniformity and safeguards to that area. The Clerk would also have a greater involvement in the area of budget drawing than in the past, thus freeing the Superintendent from a good deal of work. To Be Specific Specifically the School Board agreed tentatively to the following fol-lowing terms: 1. Creating and filling the post of Assistant Superintendent. Superinten-dent. 2. Designating the Clerk as Director of Business and Finance. Fin-ance. 3. Aiming for the creation of the position of Director of Special Services as rapidly as finances will allow, hopefully by the 1969-70 school year. 4. The employment of an additional secretary part or full time as needed. Final approval of the plan, which includes also the selection selec-tion of part-time directors for a number of other categories to be selected from the present, pres-ent, faculty, will await a meeting in May or June, after the Superintendent's office has had time to study the positions posi-tions created in terms of added add-ed costs. It was stated by Board members at Monday'1; meeting that in some instances, instanc-es, positions would require higher salaries than they are currently holding, due to increases in-creases in work and responsibility. respon-sibility. We Compare Well Central administration in Grand School District, by comparison with other districts, dis-tricts, is quite well advanced.' Mr. Sundwall stated in his Monday evening presentation. To meet the increasing needs of education in Grand county, however, more time and personnel per-sonnel are needed for plan- : ning, inovating and evaluating programs. It is physically impossible im-possible for one man to at- , tempt this massive effort, he ; said, and reorganization as j outlined will free administra- j tors for new and needed work. : J. G. Pinkerton, vice president presi-dent of the School Board who conducted Monday's meeting, j said that the Board was now j meeting three days per month rather than the traditional j two meetings of the past. The ! third meeting is being used j exclusively for planning and i discussing new programs, with all routine business being confined con-fined to the other two meetings. |
