Show GOVERNOR DERN ADVISES legislature TO DELAY APPROVAL OF BOULDER DAM AGREEMENT governor george H dem in message delivered tuesday to the eighteenth session of the utah state legislature recommended that utah take no immediate action on ratification of the colorado river impact the boulder dam bill recently passed ti congress and signed by president cooledge allows six months for seven state ratification of the colorado river compact but at the end of that period it authorizes the construction of the project whenever six of the states involved shall have ratified the pact and shall have waived provisions of the pact itself making it binding and obligatory only when it Is approved by the seven states california ratified the pact unconditionally a few days ago utah however Is out of the so called six state compact declared the governor and the construction of boulder dam can not be commenced until either arizona ratifies the compact or utah goes back into the six state agreement in view of the situation I 1 hope and indeed believe arizona will ratify the compact in which event no further action by utah will be necessary I 1 therefore think it would be unwise for us to do anything until we see what arizona s attitude Is going to be |
