E J. J D. D Roundy a good and venerable lady of this city who is very much interested interest Interest- ed in the cause of good government wrote a letter to the candidates In it she asked a a. number of qu questions I all pertinent to the issues of the cam cam- I an answered her questions Immediately Immediately immediately im Im- Im- Im mediately and my letter to her appeared appeared appeared ap ap- ap- ap in full in the SALT LAKE TELEGRAM It may be that the theother theother theother other candidates for mayor have also answered her letter but if It so it has escaped my attention The people want to know where Mr Ferry and Mr Mt Morris stand on these questions qu TIle most important quality required in a public servant is moral courage If those seeking office fear to tell you their attitude on public questions they do not possess the moral courage courage courage cour cour- age that will make them fearless and faithful servants The great Issue in this contest is are we to have government of the people In this city or machine government government government gov gov- If It we are areto to have machine machine machine ma ma- chine government then the object which the commission form was de designed designed de- de signed to accomplish will be entirely defeated and we will find ourselves in a worse fix under that form than we we- were under the old form The commission which is the governIng governing governing gov gov- body of the city consists of ot five men a mayor and four commis- commis These men wield all the pow pow- ers era of or government government legislative t ex executive executive executive ex- ex and judicial Three of them constitute a majority and control so 80 it may be said that three of them are the government Therefore any interest or power that can control three of them will completely dominate the government They are re elected for four years and the law makes no provision for their recall in case they prove Incompetent or unfaithful to O Otheir their tr trust st st. If It the people make a aI I mistake at the approaching primaries and select wrong men it will wili be a aVery avery avery very serious thing tIling for Salt Lake City because it will take many years to change the personnel of the commission commission commis commis- sion I wish I could make every everyone one in the the- city fully realize the gravity of the situation Free municipal government government government gov gov- hangs in the balance as against machine in rule and the spoils system with all the evils inefficiency oppression and bad government which result Watch foLi if n Candidates v foLi if n Candidates v The people should be be more thoughtful and dIsc discriminating In se selecting selecting se- se their servants When you see a man for public place watch atch his conduct and the manner mann r in which he con conducts his campaign If It Ithe he already be in office and you see him taking advantage of his position to use the city's to ad adVance advance advance ad- ad vance his own private or political in interests interests interests in- in you will know that such uch candidate candidate candidate can can- is b betraying tIle confidence w which the people have reposed in him lum that he- he heIs Is robbing the taxpayers ers by taking from them the time and and labor of those thoe for whose services they are paying If It you see a candidate candidate spending more more money to get elected than he would earn during luring his entire term in office such c conduct is prima facie evidence of his unworthiness to oc occupy occupy occupy oc- oc cupy the position to which he aspires In such case the question naturally suggests Itself Why is he spending so o much money to get a public Job that pays pays only only a small salary And the thought is irresistible that he must have an unworthy or sinister motive It is common rumor that certain candidates are p purchasing theatre tickets by the hundreds hundreds- not thousands thousands thousands thou thou- sands and giving them to lo persons who will go to the theatres and cast their votes for him In order that he may make male a false showing on a straw vo vote e to try to influence public pub pub- lie lic opinion in his favor as against others do you think that you should elect him to office Laborer Worthy of f Hire Before I I. announced my for mayor I had a rathe rather peculiar culiar experience Some of th the supporters of Mr Ferry beso besought ht me not to enter the race because I would en endanger endanger endanger en- en danger his chances while some of the supporters of Mr Morris tried to dissuade me from running because it might prevent his q qualifying They argued that as I had no machine and was backed by byno no financial or other interests they did not think that I could be elected I told them that the reasons they advanced for my not running were just the reasons why the people should elect me as ac according ad- ad cording to their own statement I would be free and untrammeled to discharge my duty In my platform I have tried to cover the Issues in a plain and concise concise concise con con- cise manner One plank refers to labor I believe that the laborer IsI is worthy of his hire and that those who toil upon our streets should be I better remunerated so they may live like humans instead of merely ex existing existIng ex ex- ex I think their pay should be increased even though it be found necessary to reduce the compensation of high salaried officials In hi order t td do so Another plan refers to the legal and constitutional rights of citizens It has happened In our city that men who had committed no wrong have been arrested without warrant thrown throw in jail kept there for days without being taken before a magIstrate magistrate magistrate magis magIs- without any charge having been preferred against them and without being permitted to see their friends or r consult an attorney Such lawlessness by tho those e whose chief dut duty it is to protect the innocent would be a reproach ach t to Mexico or Russia Adequate Water Supply I believe that there is no question of greater Importance to our people than that speedy dY provision be made for an adequate water supply After After Aft After Aft Aft- er pearlY nearly four years of commission government we have just passed through the worst water famine Inthe Inthe In Ferry w was s president of of the I I senate of the last legislature He In Introduced in- in I a bill known as Senate Dill Bill BillT I T No Paragraphs 2 and 3 of that I bill read J as follows I 2 An persons persons person's persons person's per per- sons son's real or personal property were injured or oi damaged by smelter smoke or gas fumes for Instance if this bill had become law such party would have had to notify in writing wrIting- the person person or corporation causing the damage amage within thirty days after the wrongful act complained of or damage damage dam dam- age age or or injury done or having his actIon action action ac ac- ac- ac tion fot damages barred This would have been good legislation legislation legislation legis legis- lation for the smelting and gas g s com coin Many persons having claims against such companies nies would never never never nev nev- er have known that thirty days' days notice notice notice no no- tice in writing was required until af after e br bringing nging suit when the de defendant defendant defendant de- de would plead failure to give given n notice tlc as as required re by law as ns a bar barto barto barto to t tie the e action an and the plaintiff would find himsel himself out of court Furthermore Furthermore Further Further- more it is not always possible to determine within thirty days or even a longer time whether damage damage damage dam dam- age or injury has been sustained nor is it always easy in so short a time to ascertain the person or corporation corporation corporation cor cor- causing the damage The bill passed the senate under undera a suspension of the rules It then went to the house Mr Ferry addressed addressed addressed ad ad- dressed the following note note- to the speaker of the house Dear
