Chicago eitl-sens eitl-sens sat op ia astonishment yesterday when a petition, signed by 250 voters of the city, silking that the question of snnexation of Chicago to the village of Morgan Park be submitted to the voters on election day, was filed with the county clerk. Judo John K. Owens refused to allow the unusual propoaition to merge Chicago into the village to go on the ballot? "Voar petition is nil right," Judge Owens told the attorney for the petitioners, peti-tioners, "but I esnnot allow ths question ques-tion to be put oa the ballot for this coming election. Probably next fall I might do so, but the city must have mora time in a ease of this kind." Chicago and Morgan Park have voted live times during the last three years oa the question of annexing the suburb to the eity. Each time Morgan Park voter hav turned down . the proposition. Subsequent investigation brought responsibility re-sponsibility for the petition squarely home, to Charles O. Blake of Morgan Park. Mr Biake explained that the petition was his notion of a joke.
