' In his introductory remarks Senator Badger disriiHtted the general lgilH-tinn lgilH-tinn adopted by the lust legislature, referring briefly to permanent establishment estab-lishment of the capital in Salt Lake City; the establishment of the perrna nent maintenance fund fur the I'lii-versity I'lii-versity of I:tah and the agricultural college, and the passHge of the bill providing for a bond issue of 260,uM for the improvement of highways in the state. He then passed to a discussion of the lams of the state that have a direct bearing upon the welfare of the women and children of the state. The new law prohibiting the sale of opium, morphine and other narcotic without a prescription from a registered physician was altso taken up and dis cussed in detail. The new law recently adopted com (tell ing the fi her of a child born out of wedlock to support that child was reviewed briefly, aixl the law requiring phvicians and hospital officials to report certain classes of dtMnes to the health authorities wan also taken up. The benefits accruing from the so called white slave law were reviewed, and special emphasis was laid upon the new nine-hour liihor law for women. The juvenile court laws of the Mate were reviewed and gone into thoroughly, thorough-ly, as -well as the new liquor law. Senator Fiadgcr said that women and children are more thoroughly protected in this state than in perhaps any other state in the uuion. The conference is in business session this afternoon, and the officers of the attsocintion are holding a busine meet- i iog in Harrntt hall. Other sessions will be held at Harratt hall at 10 o'clock to-mrorow to-mrorow morning, and at the tabernacle Sunday morning and Sunday afternoon. Delegates are in attendance from manv of the nearbv states, as well as from all parts of l'tah. The attendance this morning was about 4000. |
