In England public accountants have ' been licensed for a great number of years, so that the care of books has become practically safeguarded by the Government. Pedersen's bill calls for the appointment appoint-ment by the Governor of three persons to form the board, two of the members being public accountants of not fewer than three years' experience. Two of the members -of the board are to be appointed for a period of four years, and when the first board is named one member is to be appointed for two years. After that the members all are to serve four years. An OfiLce In This City. The office of the board is to be in Salt Lake City, and an examination for applicants is to be held at least semi-annually. The examination is to be in theory of accounts, practical ae- eounting, auditing aid , commercial - Certificates wUl eost $23. This amount will cover also xse fee for examination. ex-amination. Renewals are to be made each year at a cost of 11 each. The examinations will be 4pen to ny citizen cit-izen of the .United States.. The bill further decrees that only public accountants may advertise as such and perform work in thst line. Among the ether bills introduced was one by Representative Bowns, which asked for an appropriation of $2000 for the improving of the roads and bridges of Carbon county. To Lengthen Terms. A bill increasing the length of office of-fice of Sheriffs and Assessors was presented pre-sented by Represented Hone. The time of office of the two county officers is to be extended from two to four years. The first Sheriff and Assessor to take the long term of office to be in January Jan-uary 1909. Representative Kuchler introduced a bill providing that -all prison made goods offered for sale in this State shall be plainly marked as such. This is to insure payment pay-ment of sub-contractors and individuals under general contractors. To Regulate Marriage. H. B. No. 7. bv Pedersen. which provides for a new law regarding marriage, mar-riage, was brougfiht before the House today through a report from the Ju-Hi.-iarv committee, which recommended its report. The committee report was received in the House and adopted. The committee recommended a complete com-plete change in the marriage affidavit and also a slight change in the wording word-ing of the law. Under the proposed measure the affiant af-fiant states that he or she has read or heard read the law regarding marriage, mar-riage, and is in no wise disqualified, from marrving under the law. A new feature is" that idiots, lunatics, and persons subject to chronic epileptic fits, a male person under 16 years old, a female under 14 years old, or a negro and white person, Mongolian or white person, or persons within the fifth degree de-gree of consanguinity, are barred from marriage. The Committee on Irrigation and Reservoirs, Res-ervoirs, to which was referred House petition pe-tition No. 1, by the Farmers' Protective and Commercial association of the Bear River vallev. asking for the enactment of proper drainage iaws, reported that as the petition was in keeping with H. B. No. 28. by Hone, which was referred to the Agricultural and Horticultural committee, the petition should be referred re-ferred to the same committee.
