At the Mine time tae bill vru presented In the Senate by Senator Banner X. Smith. The measure meas-ure cleans op all the obnoxious points of the old law. The bill asserts that it is an act providing pro-viding for Juvenile courts, the title and term of office of the Judge; the term of his office; specifying his compensation; the appointing of a commission to select se-lect the Judge; providing for the jurisdiction juris-diction of District courts in districts not containing cities of the first and second class; defining and specifying the practice and procedure of Juvenile courts; providing for an appeal to the 8upreme court; providing for an official court stenographer; defining the duties of the County Attorney- providing for the employment of pronation officers; their duties' and compensation; provisions provi-sions for the disposition of fines; regulating regu-lating the time and place of holding court and repealing in its entirety the law of 1905. Method of Appointment. The new law calls for the appointment appoint-ment of Juvenile Judges by a committee commit-tee composed of a commission composed of the .Governor, Attorney-General and State Superintendent of Public Instruction. Instruc-tion. The commission is to have general gen-eral control and supervision of the court and all probation officers. The appointment of the Judges is for four years, but the term of the Judges, who are appointed within thirty days after the bill is passed, will expire December 31, 1910. The salary of the Judge is not to ex ceed $1000. The commission fixes the salaries of the court officials. The salaries sal-aries and supplies shall be paid out of the general funds of the State. Each court district within which there are no cities of the first and second sec-ond class will have as its Juvenile Judge the Judge of the District court. : A record is to be kept of all cases which come before that court. For Children Under 18. The Juvenile court is to have jurisdiction juris-diction of all children under 1H years of age, except children charged with a felony. fel-ony. The court shall also have jurisdiction jurisdic-tion in all guardianship cases and over dependent or delinquent children. In procedure and practice the court shall, as nearly as possible, proceed and practice the established rules of law as are practiced in the District court. To proceed against a delinquent a complaint shall oe filed stating specifically specifi-cally the facts charged. A summons shall be served on the parents or guardian. guar-dian. The Sheriff or probation oncer will be responsible for the presence of the child in court on the day the case is set. A warrant, is not necessary to ! . ing a child into court. npel Child to Testify. Vie court is granted equity powers. . , I one of the orldest things of the entire en-tire bill is that the court can compel a child to testify against itself. The court is also to disposo of the cases before it with due regard for parents. No Jail Penalty. The court Is compelled to keep a record rec-ord of facts and Judcmen's in regard U each case.
