S. in Germany WASHINGTON, Dec. 3 (UP) Four Republican senators stood pat Tuesday on their decision to make public Wednesday a reportedly report-edly sensational secref document on the conduct of American military mili-tary government in Germany. They refused to withhold it despite de-spite reports that Sen. Arthur H.
