Heavy now ,acd high winds during the afternoon made pedestrians pedes-trians turn up their coat collars, bury their hands deep In their pockets, or cling tightly to -their umbrella. Underfoot the conditions were execrable, exe-crable, and high boots were scarcely .a safeguard in many places. The streetcar street-car service suffered1 as usual, and1 few cars were on time.
