Immense amount of money that hag been, contributed to the relief of C-xm Francisco' homeless was the quel; lion- that received earnest consideration by All those bow engaged In thla all-lm-xrtant work. Bo many Inquiries - had corn to the heads of the various departments, depart-ments, clylj and military, all asking; how and by whom the money so generously contributed would bo expended, that tha V Associated Press was asked to communicate communi-cate to the country at large tha plan for w disbursing; these funds,' and tha assuranc that every dollar would be put to the use for which It was intended. rjVt-"e the complete details of disbursing and aa counting for the immense sum . of money already contributed have not been formulated, they have been thoroughly discussed in committee and may be briefly stated as follows: All expenditures wiu be authorized by the finance committee of thedtisens' relief and Red Cross funds. Tha members of this commute ara representative repre-sentative bankers, business men and jurists jur-ists of San Francisco, and Dr. Device of the National Red Cross society. This committee will audit all- account and make a detailed report to the War department, depart-ment, where a final audit and statement will be made. . The reports from the large hospitals at the Presidio and at Golden Gate park yesterday yes-terday showed that th number pi patients Is less than Wednesday. At the- general hospital in the Presidio there were 666 patients pa-tients yesterday, which Is 300 less than Wednesday. The decrease Is probably due to the fact that tha rtrlvlleera of frea trans- portation over the railroad to any part of the State expired at noon yesterday, and ! many of the. patients who were suffering from minor Injuries and complaints . lett , tha hospitals in time to take advantage , of the generosity of the railroads. A i statement by Dr. James W. Ward, president presi-dent of the Board of Health, niade to the Associated Press showed ' that there are now thirty hospitals In use, all tha smaller institutions established during; the ' confusion of the first few days following the fire having; been abolished, and the patients removed to the larger establishments. establish-ments. . t . . The garbage of the city is being taken out to sea on barges, and all unsanitary camps have been removed and the ground which they occupied ' quarantined. Tha medical supplies of the city have been concentrated at the Presidio general hospital and from there distributed to the variouB'bospttals and relief camps. A most rigid inspection Is maintained and any case- of communicative disease Is promptly isolated and quarantined. The prompt and thorough measures taken by the health department has served to prevent pre-vent any sort of epidemic, and the general average health reports are almost normal. The finance committee of the general relief committee met yesterday afternoon to receive reports from the heads of the various sub-committees. The questions of Chairman James D. Phelan and his associates asso-ciates of the finance eommlttee Indicated the purpose to see that every cent contributed to the relief of San Francisco Shall be economically expended and carefully care-fully accounted for. There will be no granting of large sums in bulk. While none of the committees were in a position to report In detail Its expenditures, and only one or two were able to give even an approximate figure as to the total, the questions put to them Indicated clearly an Intention to see that there was no waste. "What have you been paying per flay for teams?" "What is the per diem of the stenographers In your employ, and how many of them are thereT When, can you dispense with their services?" "What is the dally wage of the men you have hired?" "What Is the rental you are paying for your offices?" These were some of the questions that were put to the chairmen, and If there had ever been any Idea that the overseeing over-seeing of accounts would be lax and' the claims readily passed, this Idea was dissipated dis-sipated at once. . . ' It was explained to the committee by Allen Pollock, chairman of the sub-committee on audit and accounts of the finance committee, that a complete sys- ' tern had been perfected for the auditing audit-ing and payment of all claims. . The checks provided would eliminate the possibility pos-sibility of error, and the careful scrutiny to which each claim would be subjected would insure that none but genuine, accurate ac-curate and reasonable claims would receive re-ceive the indorsement of the finance committee. |
