We believe itjs due to the fact that there has been so much official corruption and dishonesty dis-honesty in Russia. At any rate, Bussia has been distinctly inferior to Japan throughout the war. The revolutionists are desperate and are ready to do anything to strike terror to the hearts of the autocrats who have ruled them so long and so mercilessly.
