Codd's resolution aims at Ihe divorce evil and proposes uniform legislation In all of the states on this and kindred subjects. To lower the divorce record, Codd believes that marriage should be slowed up nough to 'give principals and their parents due , time for reflection. Codd thinks midnight sentimentality senti-mentality and youthful elopements have a good chance of winding up In the divorce court. As a preventative he would require lovers to wait a week after obtaining a marriage license, before having the ceremony performed. He would also limit the number of persons who may perform marriage ceremonies. No doubt there is need of uniform marriage nd divorce legislation in the several states, but It would seem that the Codd resolutions take in too much territory. We doubt if a constitutional amendment would provide any reforms that cannot can-not be accomplished by state enactment. The divorce evil is a grave American problem and hasty marriages are a heavy contributor. A month or so ago the state of Nevada recorded more divorces than marriages. In nearly every other state In the Union there is an annual increase in-crease In the number of divorces. Many things have been blamed for this condition, con-dition, luxurious living and destruction of the old home atmosphere, being most frequently mentioned. men-tioned.
