March 31 1923 1 Wf p have hav made mad what hat we consider er a I very very- liberal estimate of at all of ot the revenue which may be expected to i accrue for credit to the general fund applicable to the payment of expenses until March l 31 31 1923 continues Mr Kelly It It is possible that we will not realize the entire estimated amount from Inheritance taxes taxes' and from fees tees These rhese items are based on the receipts during past years rears The revenue from taxation is based on a valuation of approximately approximately approximately ap ap- proximately and a levy of ot 22 mills From the total unexpended balances In appropriations we have deducted de deducted deducted de- de ducted the appropriation made to the Mormon Battalion of and the appropriation made for the survey of ot public lands of for the reason I I that these appropriations will probably I Inot not be used during the present biennial i I period and can be cared for from revenue revenue revenue reve reve- I nue for the next biennium Should arrangements bei bel made to use these appropriations during this period other adjustments will wU be necessary if It the expenditures are to be kept within the available revenue Eliminating these two Items from the appropriations and assuming that no deficits whatsoever will be e Incurred our unexpended balances In appropriations appropriations exceed the revenue by It will therefore be necessary not I only to keep the expenditures of the various departments within the appropriations appropriations but the there must be lapsed from appropriations appropriation already made madeI available amounts which will aggregate aggregate aggregate I gate at least the excess of ot these ap appropriations appropriations ap ap- over the available reve- reve finance and ana purchase purchase purchase pur pur- chase department was created that the biennium was wall ended with numerous t departmental deficits If It th the creation of ot this department comments Its di director director di- di rector actually eliminates this condition condi condi- condition tion and by a constant supervision of expenditures makes the creation of ot deficits unnecessary this alone will wUI willfully willfully fully Justify Its creation From April 1 1921 to January 1 I 1922 the department issued purchase orders covering an expenditure of ot approxImately approximately approximately ap ap- ap- ap proximately and has fulfilled fulfilled ful ful- ul- ul filled the requirements of ot seven state institutions and some forty state de departments departments de- de including the state bond commission This work has been ac accomplished accomplished ac- ac with three gIvIng giving ing their entire time to the work of at purchasing This undoubtedly will constitute a record unequaled in any corporation It has been impossible to have sufficient assistance In this work on account of ot the small appropriations made to the department by the last legislature At that time there was not a good understanding of the re requirements requirements requirements re- re of the department financially financially finan finan- and this has been a a.
