OCR Text We C Can n Le Learn rn From Denver BOB HALE KALE special writer on traffic safety 1 for lor forThe The Telegram Jias just completed a a highly Illuminating series of articles on on the metho methods sf followed by Denver Colorado in its successful efforts to promote traffic safety The articles were based on a personal investigation gation gatlon made at Denver by Mr Hale and thus are factual and authoritative Salt Lake City can can if if it will will learn learn something from Denver We can profit by byi i the experience of a city which has had the jump on us by quite a few years in this matter of controlling accidents and deaths on its streets and one which has ha been so successful in th that t effort that it achieved last year the NOi Q 1 position In its population group for en I Just what that No 1 position means can 4 be easily demonstrated Denver's traffic enforcement enforcement en en- index last year was Safety experts say a city's enforcement index is fair if f it is 10 Salt Lake City's index last year h was 38 Think of it Denver's enforcement of traffic laws was was nine times times better than an Salt Lakes Well how does that happen According to Mr Hales Hale's analysis it was due to a number of factors some of which are Better accident i i investigation more traffic officers c centralized authority for enforcement and the safety program pro- pro j gram grain generally close cooperation between the courts and enforcement agencies uniformity uniformity uni uni- in penalties simplification of court procedure through a so-called so cafeteria court But most important according t to the investigator investigator investigator in in- was just plain work al all down the line on traffic safety One of the things Salt Lake LakeS City can learn from Denver is this matter of just plain work True weve we've done a lot of work on traffic safety here but to far too great an n extent it has been spasmodic and inconsistent We start on a program and then through politics or the injection of personalities its it's discarded or neglected neglect d. d Weve We've changed policies policies poli poll cies des and programs traffic commissions and chiefs of police traffic division chiefs and safety experts until its it's no wonder our traffic safety program is in a state of confusion Another thing very definitely we can learn from Denver is in this matter of cooperation cooperation cooperation co co- co- co operation between courts and enforcement agencies We haven't We haven't had near enough of it itIn itin itin in Salt Lake City with the result that much of the time these two divisions whose harmonious harmonious har har- oper operations are so essential to good enforcement have been working at cross pur pur- poses Ose There is even confusion and discord among the fhe judges themselves let alone b between be be- N. N tween the judges nd the police department Still another lesson n for us is Denver's centralized centralized cen cen- authority on traffic safety Over there just two key men direct the safety program pro pro- gram the gram the ch chief ef of police and the judge of the traffic court They have both authority and responsibility And they work together Thus there is no confusion discord and passing the buck One of Salt Lake City's big troubles is ii ii that there are too many cooks spoiling the traffic safety broth S SS S There are other good points about Denver's Denver's Denver's Den Den- vers ver's safety effort which could be of value to Salt Salt Lake Lake City but the three listed above are of greatest moment If we could do something something something some some- thing about them we would be a long way on the road to equaling Denver's fine enforcement enforcement enforce enforce- ment record and establishing a sound souna year- year in year traffic safety program in Salt Lake City
