The committee appointed to ex amine the suggestions of tho INTERNATIONAL MARINE CXWHOl-ence CXWHOl-ence has made n lengthy .report Id tbeSecretary of the Treasury. The committee do not agree with thai ortlou cf the report or the delegations delega-tions which recommends the appointment ap-pointment of a board of "five experts" ex-perts" 1 1 matters pertaintrnt to tl' merchant mtrine and an admiralty lawyer, etc The o Jcction to the 'five experts" is the fact that such appointments would necessarily be made from persons interested, and therefore as they would be obliard to pass upon matters upon which they themselves were Interested, It would be scarcely polbIe to secure a satisfactory board of "experts" or associate members. Tho appointment appoint-ment of an "admiralty lawyer," as I rjroscd, does not appear ner'ary. The bill submitted is that there shall Le in the Department ol the Treasury, a Marine Board, to consist con-sist of one or the Assistant Secretaries Secre-taries or the Treasury as ex-cfido r! airman, and a number or heads f bureaus as cz-ojficio members. |
