Show GROUP OPPOSES PLANS FOR NEW WATERDISTRICT Opposition to the proposed "Salt Lake County Conservancy Water District" was voiced Thursday by a group of Salt Lake County property owners who mailed circulars and protest petitions pe-titions to all property owners of the county outside of Salt Lake City urging that protest petitions be signed and filed in the District Court to prevent the .formation of tho "Water District". . The mailing piece pointed out that the proposed "water District" Dis-trict" would be empowered to levy heavy taxes on all property in the county outside of the limits lim-its of Salt Lake City evert on property that would not receive water. ' In announcing plans to prevent the formation of the proposed "Water District", Edwin B. Cannon Can-non as secretary and spokesman for the group said: "We are not opposed to the need for water in Salt Lake County. Heaven knows, the county coun-ty can use more water. We are opposed, however, to formation or the proposed "Water District' which would tax ' all property owners for the benefit of only a lew. Even property now having hav-ing sufficient culinary water on property . not needing water would be taxed under the plan," Mr. Cannon continued. "Therefore, we are urging every ev-ery property owner in the county to immediately sign ' a. protest petition to prevent the formation of the 'Water District'. We also urge property owners who once signed a petition tp form, the district dis-trict to now sign withdrawal petitions," pe-titions," MrV Cannon added. Mr. Cannon pointed out that since " January 13, when" the petition pe-tition vas filed in ther District Court of Salt Lake County to create the "Water District", discussions dis-cussions with " property, owners of the county have revealed the following facts.;- l. A majority of the property w owners had no conception of the Jhuge, taxes, which could be levied ! against them by the creation'of 'the "District". 2. ' Many property owners who signed petitions to Create the "District" were amazed when they discovered ; how- . heavily they could be taxed. ' - 3. Even members of the com- ' mittee which proposed the plan stated that they were not aware of the heavy taxation, it would 'heap on every property owner in the county, outside of Salt Lake City. The circular which was mailed to Salt Lake County property owners forcibly stated that the proposed "Water District" would not benefit most people in the county for the following reasons: rea-sons: 1. Under the proposed plan, all property in Salt Lake County, Coun-ty, outside the limits of Salt Lake City, could be forced to pay substantial sub-stantial extra or additional taxes, tax-es, even property now having sufficient culinary water or property pro-perty not needing water. 2. Under the proposed- plan, you as a property owner could and probably would be assessed to pay the expense of 'creating the "Water District" and for arranging ar-ranging to acquire and distribute distri-bute water. (Several thousand dollars have already been spent.) Not just one assessment could be levied against you, but many perpetually. . 3. Under the proposed plan, those in control of the political, quasi-municipal "Water District" could sell bonds to purchase water, wa-ter, construct a system, pay officers, of-ficers, lawyers, engineers, etc., and the cost would be a lien a-gainst a-gainst your property. 4. - Under this proposed plan, and , with no water furnished to you, but merely distributed "from the works" to' one or more users, you could be assessed $7.50 each and every year, per $5000 valuation of your property, in addition to state, county,, school, sales, federal income, "gtate income in-come and other state and federal feder-al taxes now in effect, and those to come. This tax would be in addition ad-dition to prior assessments for the creation of the "District". 5. Under this" proposed plan YOU HAVE NO ASSURANCE THAT YOU WILL EVER RECEIVE RE-CEIVE WATER, even though you are taxed as above. If you do receive water, the law provides pro-vides for special assessments a-gainst a-gainst property within municipalities, municipal-ities, irrigation district and lands for which water is allotted, in addition to the above general assessments. as-sessments. You could be forced to pay for water NOT delivered ; to your property, but benefiting only property of others.- |
