Mr. Bowles' appearance before the committee made it clear that the Administration's new wage-price wage-price policy is really nothing new. The only departure of consequence from the previous pricing policy was that henceforth an employer does not have to wait six months before he asks for a price increase to offset a wage increase. OPA, the testimony showed, felt that once volume production is attained, industry will make large profits regardless of the fact that all cost increases are not allowed. But many industries and businesses feel differently, and this helps explain recent declines de-clines in production. |
