I A message to accompany a presidential veto already has been prepared, according to well-informed sources, but" the president presi-dent also has a second statement state-ment to accompany reluctant approval ap-proval of the bill. Usually reliable reli-able congressional sources expressed ex-pressed confidence that Mr. Roosevelt would sign the bill. |
