'.VLLSON United Press Staff Correspondent WASHINGTON, Aug. 31 (U.R Former President Hoover's plan for an off-year Republican national na-tional convention to map party strategy moved forward today under impetus of endorsement of the Virginia G. O. P. Political observers interpreted action of the Virginia state Republican Re-publican convention to be a likely prelude to similar action in other states. Virginia Republicans Aug-28 Aug-28 adopted a resolution which echoed the proposal made by Mr. Hoover in the August Atlantic Monthly. Both have been interpreted as directed in part against the leadership lead-ership of the party provided now by former Gov. Alf. M. Landon of Kansas and Chairman John D. M. Hamilton of the Republican national committee. The Virginians Virgin-ians were directly critical of current cur-rent party leadership in the resolution. reso-lution. Landon, Hamilton Silent Gov. Landon and Hamilton have been cautiously silent regarding the Hoover plan. The former president did not take either Gov. Landon or Hamilton Hamil-ton into, his confidence before proposing pro-posing that the G. O. P. back off for a new start toward the 1940 presidential campaign. He indirectly, indi-rectly, if rather firmly, disclaimed personal political ambition. Any Republican convention next year or otherwise would involve a meeting of the Republican national na-tional committee and a meeting of that committee under the circumstances circum-stances proposed by Mr. Hoover might jeopardize Hamilton's tenure ten-ure at party headquarters. After a debacle of 1936 Hamilton Ham-ilton said he was ready to quit but he was continued in office by the national committee, partly because he has amassed a campaign cam-paign deficit of 950,000 and his committee colleagues figured it would be fair all round to expect Hamilton to pay off the debts which were incurred on his responsibility. respon-sibility.
