Show Opposition Seen To Ellett Bill Unanimous opposition 'by all i speakers present was leveled at Senate Bill 37, proposing- change in the method of selection of Utah State hospital superintendent, superintend-ent, at a public hearing in Salt Lake City Monday night. ! Senator Arthur O. Ellett of Spanish Fork, head of the senate public institutions committee, author of the bill, presided. The plan would make the superintendent su-perintendent appointive by the governor instead of the board of trustees and permit selection of j a non-physician. In a Utah State Medical association asso-ciation survey Utah doctors expressed ex-pressed themselves almost unanimously unani-mously in favor of r,keeping the institution under control of a nonpartisan board that cannot be controlled by politicians," the association's as-sociation's president, Dr, Claude L. Shields, stated. He urged continuation of the present method of appointment. Dr. W. R. Calderwood of the hospital board of trustees noted the present plan was recommended recommend-ed by Dr. George L. Wallace of Massachusetts and put in effect only after endorsement by Governors Gov-ernors George H. Dern and Henry H. Blood. i Senator Ellett queried why the . governor should not be as able ! to choose a head as the board I to which Dr. Calderwood replied I that "medical members of the board know what qualifications such a man needs besides being a psychiatrist.1' He reported the other five members are prone to accept advice on medical questions ques-tions of the two doctors on the board. Dr. CalGerwooa said men of suitable caliber could not be obtained ob-tained for the hospital without promise of security from dismissal dis-missal at the next change of administration. George S. Ballif, Provo lawyer, law-yer, in opposing the measure reported re-ported Democratic Women of Provo registered their opposition to it at a study group meeting Monday. He remarked it would have been "good taste" for the bill's authors to have consulted the board before introducing the measure. Other opponents were Chairman Chair-man John E. Jones of the hospital hos-pital board Dr. John R. Llewel-lvn, Llewel-lvn, former board chairman; Mrs. Mary Edgeworth, Salt Lake City clubwoman. |
