The letter expresses Mr. duffs views on prohibition and was written in answer to a letter sent by Mrs. Ilutsinpillar to Mr. Cluffl asking for any facts and figures showing the effect of prohibition prohi-bition in Utah. According to Mrs. Hutsinpillar the information was requested bj an eastern state and was to go to a committee in congress appointed to investigate prohibition. Mrs. Hutsinpillar Huts-inpillar has sent enpi of the letter let-ter to senators and representatives from Weber county i.i the state legislature. leg-islature. Following is Mr. Cluffs letter: "Iieplying to your letter of January Jan-uary 7, be advised that I know of no statistics that have been kept in this state, or any facts and figures that can be obtained which would show the results of prohibition in Utah. "Under our law, as you know, we! are permitted to import and dispose of alcohol through the state dispell-, sary and during the last four years,1 by reason of the fight we have made against the use of extracts and tonics ton-ics as a Inn era gc, we have very materially ma-terially reduced the amount if alcohol alco-hol imported; but as to the results of prohibition in "Utah, my ohserva-' tion is that it has succeeded in making mak-ing nearly every housewife in the open saloon again, but I am con-land con-land a manufacturer of some sort of drink, wine, home-brew and such leverages. It has made popular the hip-pocket flask: it has caused the bootlegger to flourish and the illicit1 still to spring up in all sections: and while I believe Utah is freer from these things than most any' other state in the union because of the diligent dil-igent efforts of the officers and because of the training of our people, peo-ple, yet I am frink to confess that prohibition in Utah is n farce and is developing a citizenry of sneaks and lawbreakers. "I should never want to see the vinced, from experience in attempting attempt-ing to handle this matter in connection con-nection with the peace officers of this state, that a modification of prohibition laws, with a strict government gov-ernment supervision over the manufacture manu-facture and sale of high grade liquor, would bring about better results re-sults than are being obtained in this country under the present rigid prohibition pro-hibition laws. 'The real test of prohibition has not come yet and will not come until the government, both state and national, na-tional, proceed to enter every home in the land, confiscate the homebrew, home-brew, home-made wines, etc., then prosecute to the limit the individual.
