Bernstein Sees New Light. PARIS, May 1G. (Havas. i iCJiiard Bernstein, the German .Social -Democrat ; leader, in an article in the Vorwaerts of ; Berlin, transmitted here, says that the i peace terms show evidence of compro-j compro-j mises on several points, and that a sense i vf moderation is evident. He points out l that many of the demands on Germany ! are only temporary in character, but declares de-clares that amelioration of some of the terms ought to be obtained through oral discussion. Herr Bernstein reaches the conclusion that Germany must say "no" to the actual conditions, but that this "no" must, leave "the road open for the allies."
