Xormal industrial conditions can come only when definite peace terms have been ntrreed to by the leading nations of the worid, Samuel Sam-uel Gompers, president of the American federation of Labor, declared today to the annual session of the Associated Advertising Ad-vertising Clubs of the World, meeting here. Mr. Gompers" s address was read to" The convention, as he could not be present. Urging prompt ratification of the treaty as an absolute necessity, Mr. Gompers said: "That treaty is not perfect; but it Is our only constructive suggestion for dealing deal-ing with some ot" the things which cause wars." Mr. Gompers's address was read in connection con-nection with a triangular discussion whh-h marked the opening session 01 the convention. Festus J. Wade of St. Louis will present the side of capital, and Representative Rep-resentative Champ Clark of Missouri will speak from the view of the consumer. "Co-operation for production depends fundamentally," Mr. Gompers's paper said, "upon good will. Good will must be earned. The only way in which, workers work-ers may express and defend their rights and interests is through organisation and responsible i epresen tatives. "Two fallacies have been so freqnentiv repeated as to be accepted bv casual readers and hearers. It is said that requests re-quests for increased wages necessitates increase in prices, which increases cost of living and In return results in more w;ige demands a vicious circle which Meads to no progress. High wages have I Invariably resulted in constructive changes, beneficial to workers, and have resulted in increased production. "The second misstatement used to the discredit of wage earners is that output is deliberately restricted by the organized movement and by the limitation of hours of work. Tn many industries production Is below prewar volume. This Is not due to labor, but to unsettled trade conditions, managerial nolicies and high costs of raw materials. Wage earners, os well na em-pioyers, em-pioyers, are anxious to end this period." Later the convention adopted a resolution resolu-tion urging speedy ratification of the peace treaty and the league of nations covenant "without amendment or reservation." |
