A sum of $5,157,260 would bo spent, he stated, on roads in the outlying districts, while $2,500,000 was to be used in the construction con-struction of a hard-surfaced highway between be-tween Richmond and Pay son. In order to carry out the program it will be necessary nec-essary to raise jr.. 975,260 in addition to funds now on hand. The governor informs the legislature that he deems worthy of support a pending pend-ing bill proposing a bond issue of $:-OuO.OnO $:-OuO.OnO by the state to Join with the iederal government in soldiers' . settlement settle-ment reclamation projects in Utah. In view of the fact that the state bonding bond-ing limit, persoribed by the constitution, would not permit of the issuance of bonds in the amount necessary for both the road and reclamation programs for the ensuing blennium, Governor Bamberger suggests that the amount for the reclamation recla-mation project be reduced to $1,000,000, and that for the road bonds Increased to $4,000,000.
