Show URGE AMERICA AND ALLIES TO PREVENT ITALIAN TROUBLE WASHINGTON, Dec. 14. Immediate steps should be taken by the allies, es- j pecially the United States, to prevent bloodshed between the Italian army of occupation and the Jugo-Slav population j of Dalmatia, Flume and Zadar, says a f statement issued by tho national council in Zagreb, as the provisional government of the Jugo-Slav territory. The statement state-ment claims that the Italian troops have occupied Fiume, although the city was not named for occupation in the arml- I stico terms; that the Italians have seized ip the warships and merchant ships in the he harbor, contrary to the armistice, and in G Dalmatia, as well as Fiume. the Italian authorities have closed the schools and taken over the telegraph and railroad sysXems.
