Dr. Bowdle also has a number of speakers at her disposal who can be secured for any meeting that may be arranged in the interest of child welfare during the week. The need of such work has been demonstrated many, many times, and the success of concentrated co-operation iB plainly set forth in the report of the 1915 infant welfare campaign by Dr. Henry L. K. Shaw, director, division di-vision of child hygiene of the state - public health department. He says: "The .infant mortality rate from January 1 to August 1. "1913, was 111 per 1000 living births; for the same period in 1914 the rate was 102 per 1000 living births, and this year the rate has fallen to 9S per 1000 living births." There were over 145.000 deaths in New York state during the year 1914, and according to the estimates of the committee of one hundred on the conservation con-servation of human vitality, more than 40 per cent of this mortality might have been prevented. More than 23,000 of these deaths occurred among infants in-fants under one year of age. Speculating- on the club conventions of the springtime, the Continental congress con-gress in Washington in April and the biennial meeting of the General Federation Fed-eration cf Women 's Clubs in New York in May being notable examples, rhe Los Angeles Examiner says: Did you ever 6 top and wonder, O you thousands of clubwomen, of the reason why conventions are held in the spring? There may be other visible and easily snoken-of reasons; but is it nor really that subtle psychology of hope, of energy, which the springtime spring-time brings which caused the selection ? Woman's work is essentially that of hope, of vision. Often he is the first to see the need of civic changes, of educational reforms, of measures whih benefit humanity human-ity and give greater equality of opportunity. As the agriculturist sees in the bit of dry seed tossed bv the wiud the promise of a great harvest; as the mother sees in her babe the great leader of the future, so, too. does the clubwoman see in a forlorn hope, laughed at and' deemed impossible by many, a great world awakening.
