Show Country Insecure. Whereas, brigandage in all its . manifestations has brought insecurity inse-curity in the country districts, forcing forc-ing tho inhabitants of haciendas, ranches, hamlets and other small communities to leave them and seek personal safety in the larger center of population, which is notably no-tably injurious to agriculture, commerce com-merce and other sources of national wealth, and since the consequences of the evil we have been discussing discuss-ing have appeared recently even in the principal cities, for even in the capital itself persons who were walking the streets have been attacked at-tacked at night; suburban tra ins have, been held up and the passengers passen-gers inhbed ; burglaries accompanied accompa-nied by violence have been of frequent fre-quent occurrence in private residences, resi-dences, all of which has greatlv q.J armed the people so that it is an urgent necessity that such a se-, se-, rious stato of affairs be put an end t o by an extreme measure whi ch may be efficacious in this instance and which, in fact, had excellent results in analagous circumstances in other periods of the nation "s history, his-tory, as was the case after the three years ' war in the time of President Bonito Juarez; Whereas, measures of this kind always have consisted in the application ap-plication of the death penalty to all offenders taken in flagrante delicto or whose guilt is sufficiently proven |
