Show DIPLOMATIC POLICY OF U. S. CRITICISED Congressman Believes Politics Should Not Influence Appointments to Foreign Posts. COLUMBUS,, Kan., Aug. 5. The practice of appointing new diplomatic representatives to foreign governments with the change of political administrations administra-tions in the United .States is wrong, Congressman Phil P. Campbell of Kansas Kan-sas said in a speech at an old settlers' reunion here today. "We have no foreign policy,'' Mr. Campbell declared.
