CAPELLE LOCATED ON GERMAN VESSEL Additional Charge Preferred Pre-ferred Against C. C. Crowley; Crow-ley; Washington Regards Capture Important. By International News Service. SAN FRANCISCO, Dec. 4. Developments Develop-ments in the federal investigation of the alleged German tspy bomb conspiracies conspir-acies here involving C. C. Crowley, employee em-ployee of the German consulate; Baron Wilhelm von Brincken, intimate friend of Vice Consul E. H. von Schaeck and Robert Capelle, agent of the North German Lloyd steamship line, came with lightning-like rapidity this afternoon. after-noon. On direct orders from Washington a warrant charging Baron Vou Brincken with conspiracy to destroy and interfere with foreign commerce was issued and given to secret service men, with orders to place the baron under arrest. Released on Bail. Baron von Brincken surrendered himself him-self to the federal officials at 6 o'clock this evening and was released on bonds in the sum of $10,000. The arrest of Von Brincken is considered con-sidered by local officials as the most important move made by the government govern-ment thus far in its probe of alleged German conspiracies in the United States. In the complaint on which he was taken into custody, Von Brincken is accused ac-cused of plotting to destroy ammunition plants in this country in order to prevent pre-vent shipments of munitions of war to the allied nations. He is also charged with attempting to restrain by unlawful unlaw-ful plans the transportation by sea of supplies to the allies. Specific Charge. The complaint against Von Brincken specifically alleges that the defendant, on or about the first day of last August, Au-gust, paid to Smith at the Palace hotel in this city the sum of $845.80 in furtherance fur-therance of plots to prevent ships bearing bear-ing supplies to the allied nations from leaving the United States. The arrest of Von Brincken will be followed by the indictment Monday by the federal grand jury of at least six persons implicated in the bomb conspiracies con-spiracies in this country. That one of these indictments, or a bill to be voted later, will be returned against a woman of international reputation repu-tation who is involved with Crowley aud Von Brincken, was admitted by government gov-ernment officers today. Capelle Located. Robert Capelle, the missing North German Lloyd steamship agent, accused with Von Brincken of having been the paymaster in the steamship Sacramento anti-neutrality affair, was located in his hiding place aboard the interned German bark Ottawa, in Richardson bay, off Sausalito, where he has been since he disappeared from his Mill Valley Val-ley home over a week ago. Also on orders from Washington, Crowley, the alleged ringleader of the bomb plotters, was specifically accused of conspiracy to destroy and interfere with foreign commerce, a new warrant being issued against him. Von Brincken had informed tho officers offi-cers that he was an attache of the German Ger-man consulate here, and diplomatic complications com-plications were forced. Baron Not Accredited. When the state department was notified noti-fied of Von Briueken 's assertion, it was baid here, inquiries" were immediately immedi-ately started which revealed that the baron is not accredited either to the consulate or to the embassy in Washington.
