Show DANIELS IKES PUBLIC REPORT OE m BOARD Building Programme for the First Year Advocated Under Un-der Suggested Policy Revealed Re-vealed for First Time PRECEDENT BROKEN BY THE SECRETARY Plan Contemplates Con struction of Four Dread noughts and Four Battle Bat-tle Cruisers WSHIGTOV Dec 4 Secretary Daniels made publ c ton ght the orig nal special report of the navy general board prepared in reply to a querv addressed to the board when the administration determined last July to take up the question of national preparedness. Crit les of the administration five year build ing programme for the navy have declared de-clared this report was suppressed in part by the navy department and if pub lished would disclose the inadequacy of the government s plans The board a statement of policy hold ing that the American navy should equal the strongest afloat by lB-o was pub lished some time ago but the first year s building programme advocated under that suggested policy la now revealed for the first am e It shows recommends tions for four dreadnoughts and four battle cruisers with an equally large programme for other craft and content plates an expenditure roughly estimated at $300 000 000 t he first year as com I pared with $300,000. 000 to be spent for new ships in fire years under the ad ministration plan Could Not Equal British Fleet, The board does not state that the British fleet could be equaled in 19"5 by continuing the first year s programme pro-gramme but indicates that heavier ex penditures would follow if sh p-building facilit es were increased m accordance with itS recommendat ons In giving out the report Secretary Daniels said that all statements from the genera board as to building programmes made during the present year had now been made public He called attention again to the fact that he had Bet a precedent for publish ng the annual reports as they had been regarded as conf dent al by previous secretaries or. tne navy ine report un der discussion and the publ cation of which some members of congress have stated they would demand he said was a special report the substance of which already had been disclosed.
