Show BILL IS AIMED AT STiTEMIIH Measure Introduced in Idaho Senate; Fight Is Expected in Legislature. Special to The Tribune. BOISE, Idaho, Feb. 3. The state-wide primary for the nomination of federal and state candidate? for Idaho is doomed and will be displaced to make way for the state convention to accomplish this, if the Republican aclnvjilstrative bill launched in the senate late today is enacted into law. The bill came from tne state affairs commit com-mit tee. the administration mouthpiece. That it will precipitate a bitter fight in the legislature before it Is passed was claimed by leaders of both parties here tonight. The proposed bill is a combination of numerous proposed acts and suggestions. While eliminating the primary for the nomination of state officials it retains that part of the present primary for the nomination nom-ination of county and legislative candidates, candi-dates, but strictly draws party lines and prevents participation by the members of one partv in the primarv of another. The last Tuesday in July, 1916, is set by the bill as the date for the county primary pri-mary to be held in the respective counties coun-ties Jn the state to nominate county and legislative candidates by the respective parties-, as weil as delegates to a county convention to be held on the second Tuesday Tues-day In August, which In turn nominates federal and state candidates. The state convention is to be held in Boise unless otherwise designated by the state committee. com-mittee. The basis of representation in the county coun-ty convention is one delegate to every thirty of the voting population, and to the state convention one delegate to every 4oo of the voting population. Candidates for judicial positions are nominated by petition. Candidates for justice of the supreme court must have petitions bearing bear-ing 1000 names of qualified electors and candidates for judge of the district courf 300 signatures. The state committee meets and organizes the second Tuesday in September. Sep-tember. The senate confirmed the governor's appointments of trustees for the Tdaho state sanitarium at Nampa, and took under un-der consideration his appointments for trustees of the Blackfoot asylum. Senate Sen-ate bill No. T4. to make the Academy of Jdaho at Pocateilo the Idaho technical Institute Vas withdrawn and a modified bill introduced. The legislative investigating committee looking into expenditures front the public building endowment fund has unearthed what appears to be a forgery of signature of ex-Governor Hawley to a voucher for S79o.&4, drawn to pay part of a contract for electrical fixtures', and will probe the matter to the bottom. |
