NEW YORK, July S. Roosevelt headquarters made public hore today a long telegram which Colonel Roosevelt sent last night to William Allon White nt Emporia, Knu. "Our appeal nationally," 8ays tho telegram, "is, of course, to all men of progressive principles regardless of past party differences. Tho action locally must be guided by the needs of the local situation. In any stato whore thorc is no real Republican part', I am entirely content that the local organization organi-zation should call itself by tho title of Progressive Democratic if that is tho local dosirc and if they Biipport tho national na-tional progressive electors. Third Tickets. "'Where, as in New York, New Mexico Mex-ico and Colorado, tho local organizations organiza-tions of both Republican aud Democratic Democra-tic parties are helplessly boss nddou and reactionary, then wo must have a straight progressive ticket from top to bottom independent of both the old parties. "Whore, as I understand to be tho case in Kansas, South Dakota, California Cali-fornia and other states, the local Republican Re-publican organization is progressive 1 and reprosents the principles for which Nvc stand, I hope that they will be able to make the fight locally for good government, in whatever effective organizations or-ganizations they have. "I feel that this year in the Republican Re-publican states wo should have the support sup-port of tho organization itself. Progressive Republicans of this section of Washington, Washing-ton, at a meeting here, determined today to-day against putting a new party ticket in the field for state and county of-ficlalB of-ficlalB when they recommended progressive progres-sive Republican candidates to file for the state primaries on the Republican ticket. The meeting, however, adopted resolutions reso-lutions declaring that tho progressives do not recognize the Chicago convention as hlnding on regular Republicans, as "Roosevelt was the overwhelming choice of the voters and of a majority of the delegates of the convention."
