Show legislature b the bolous getting down to business THE BILL TO COMPILE THE LAWS PASSES BOTH BRANCHES mr hoge introduces A bill to conduct elections SECOND DAY JAN COUNCIL promptly at 2 the roll was called all the members being present except 0 M olsen and J E carlisle prayer was offered by chaplak shaw A communication was received from the house inviting the council to meet in joint session with it at 3 p m the invitation was accepted and the house so notified after listening to the reading of the message the council returned and resumed its session the resolution passed by the house in relation to members of the house and council being furnished with copies of the compiled laws and the last journals of the house and Con ucil was read and concurred in council then adjourned p m HOUSE at the members of the house were promptly in their places aa a message was received from the council accepting the invitation of alie house to meet in joint session to listen to any suggestion that the governor might have to make and eoon thereafter the councillors councilors Counci lors filed into the room headed by president smith who took a seat on the speakers stand to alie right of mr riter A recess of thirty minutes was taken by the house and the two bodies went into joint session there was silence for a jew seconds winch was broken by the sergeant at arma announcing his excellency governor caleb W west the members rose to their feet and saluted the governor who returned the compliment and was alien escorted to alie speakers stand and given a seat between alie presiding officers alie roll of both kiouses prayer offered president smith introduced alie governor to the body and without further preliminaries he commenced to read his message which appears elsewhere mr marshall moved that 1000 copies of the message and documents be ordered printed carried the joint session adjourned and the councillors councilors Counci lors filed back to quarters on reassembling air hatch offered a resolution which was adopted that the sergeant at arms be instructed to secure a box at the postoffice post office that all members so desiring leave their names with alie postmaster and that the at arms call for their mail and deliver it to them at the house A resolution to the effect the council concurring that alie sergeant at arms be instructed to furnish each member of the House four daily papers or in lieu thereof their equivalent in kotlier papers also postage stamps envelopes adopted almost unanimously mc laughhun alone voting in the negative mr thurman sent to the clerks desk and asked that it be read and submitted a resolution appointing J G sutherland james T hammond and W C hall a committee to compile the laws of utah each or 2400 in all for the payment of services mr hoge promptly seconded alie motion considerable discussion followed and finally mr thurman moved that rule 32 of the house be suspended after more discussion by a close vote alie rule was suspended ir hatch thought alie resolution ought to go through in its order there was a vast amount of money to be ap session and it was best to be sure that this compilation was wanted before going ahead mr thurman replied with gome asperity that it must be patent to everyone that a compilation was needed every day action was de barred was a day lost and the object was to accomplish alie work during the present session alie gentleman from wasatch county wanted to wait and inquire if the compilation was necessary for my part I 1 have been aware of its necessity for alie last ten years our laws look as a former member of this body put it aa though they had been struck by lightning you now have to examine half a dozen volumes before you can find out what a certain section is let ua go to work in earnest mr movie spoke against alie appropriation pria tion being made before the work was accomplished and more discussion followed when rule 30 was suspended moyle and hatch being the only nega mr hatch 1 move that when this house do adjourn it be until 2 p m the speaker the would like an adjournment until thursday at the same hour the committees have to be selected and this is a matter that will take some little time alie motion was withdrawn the resolution was then read the second time and amended BO as to admit of alie payment of the compilers when the work was completed and after goin through the usual routine alie tion was adopted there being only two negatives mr moyles motion that when the house adjourn it be until thursday at prevailed adjourned till that time |
