Secretary Na-gel Na-gel has Issued an order which Is expected to remove any friction between the United Unit-ed States nnd the "Chinese government over the detention of "merchants, students, stu-dents, travelers and others not subject to tho exclusion laws who often arrive with Incomplete or otherwise faulty credentials cre-dentials and necessarily arc detained at the Immigration stations. In the future any Chinese of the class entitled to entry whoso crtidentlnls are not satisfactory may bo released on a bond of $200 ponding pond-ing an Investigation.
