money washington 29 special figures taken from the forthcoming report of the secretary of the treasury ghow that during twenty years frem 1870 to the present time the total increase of circulation has been over making an average increase per capita in that time during ta last ten years the average monthly increase waa and the increase per capita fr nineteen months from march 1889 to october 1890 the aggregate increase of circulation amon r abe people was an increase per capita of about ahila for the corresponding period from march to october 1886 there were a decrease of making a difference in favor of the last nineteen months of over six millions per month the large increase since march 1889 is mainly due to the present policy of keeping the surplus as low as possible purchase and redemption of bonds while the decrease from 1885 to 1886 was due to the opposite policy
