committee the tariff bill upon which democratic members havo been at work for several months the free liht section is to take effect on july 1 1888 the measure will bo immediately made public among the additions to chelist the list of articles which may bo imported free of duty are the following timber of various kinds timber or lumber whether hewn or sawed also rough wagon and shipping material and all kinds of wood not specified in the bill provided the articles monti cued are not subject to duty in the country whence imported otherwise the present duties will be levied salt with the same restrictions as timber flax hemp and various vegetable fabres fibres burlaps bur laps not exceeding sixty inches wide bagging tin plates and tin beeswax gel g el atine and similar preparations of glycerine and glue phosphorus porus soap and soap stock tanning bark oils compressed from seeds petroleum and its products mineral waters and imitations cements tar and its products turpentine preparations known as essentials senti als of pressed distilled and rendered oils alkaline alkaloids and various chemical compounds bulbs fruits nuts seeds etc crude earths clays and minerals opium crude containing over 9 per cent morphia for medicinal purposes iron steel hoops and needles coppfer ores regu lus and old copper nickel ore and crude antimony quicksilver chromate of iron or chrome ore crude mineral and metals unwrought and not specially enumerated or provided for brick vegetables meats beans peas etc pulp for paper bialos books and pamphlets printed in other language than luo english aua books and pamphlets and all publications of governments and publications cl foreign societies historical or scientific printed for gratuitous distribution paintings in oil or water colors and stationery not otherwise provided for stone or undressed hair hatters fur uneta ined rags rat tans and reeds pig iron at 6 per ton iron or steel railway bars weighing more than twenty five pounds to the yard and stabs or billets of steel 11 per ton on iron or steel rails weighing not over twenty five pounds to the yard 14 per ton and on iron or steel flat rails punched 15 per ton the bill provides for admitting free of duty after july ast 1st all wools hair of the alpaca goat and other like animals wools on the akin conlen rags shoddy and flocks and after october ast 1st 1888 it provides among other things for 40 per cent duty on woolen and orsted cloth shawls and all manufactures of wool not specially enumerated and on flannels blankets knit goods and childrens dress goods composed in part of wool the entire wood schedule not on the free list is subjected to 30 per cent duty all grades of sugar are reduced by an amount varying from one lo 10 one fourth of the present duties seductions duct ions on china and glassware range up to 12 per cent cotton yam is reduced to 35 and 40 per cent bleached linen to 35 per cent other yarns 25 per cent cotton cloth 40 per cent manufacturers wool is reduced as follows woolen and worsted cloth flannel blankets and knit goods dress goods partly of wool to 40 per cent ready made clothing and cloaks 45 webbings web bings 50 carpets 20 paper and its manufactures are generally reduced carriages 30 per cent watches 25 oil leaf tobacco fixed at 35 cents per pound and the present distinction between sumatra and ordinary wrapping tobacco is abolished the recommendations made as to protests appeals and suits by secretary manning in a special report to congress two years ago are all adopted tho penalties are made more stringent for bribery or feeding feeing an inspector of customs or for any irregularities in the inspection of baggao government is authorized to drag suit for the value of merchandise fraudulently imported after such merchandise has passed into the hands of importers other provisions aro all of a minor character estimates of the reductions in the reveney reven Jy acted by tho bill have not been completed in detail but aggregated according to the best tion in the hands of the committee it is fixed at this total includes about on account of the free list on account of woolen goods for china and glassware in the chemical schedule something less than on cot tor on flaar hemp and jute and sugar about 11 there is no internal revenue changes proposed by the bill this subject was purposely left for lack of cimei to bo considered by the full committee the administrative provisions constitute the most voluminous part of the bill and embrace the provisions compiled by hewitt in the forty ninth congress and incorporated in the morrison bill He provisions abolishing the office of merchant appraiser are omitted the entire system of damage allowance on imported goods injured during transportation por tation is abolished the period for which imported merchandise can be kept in bonded warehouses is es tended from one to three years duties on boxes cartoons and other inside coverings of merchandise which pass into the hands of consumers are revised also the duties on packing charges what is known as the similitude ili tude clause tariff is re enacted with such wording as to make clear when articles can be classified as assimilating to enumerated articles importers declarations are substituted for importers oaths in all customs matters and importers are authorized to make declarations before notaries not aries instead of at the custom house |
