Kelscy is forwarding for-warding communications to tho city council setting forth tho necessity of a change in tho lighting system on Main street between South Templo and Fourth South streets on account of the removal of the poles from the center of the thoroughfare, uud ask'mg for suggestions sugges-tions along this line. Hero is Mr. Kelscy Kel-scy 's plan, which will be submitted to the council whon hin t'ominuuieatious come up i committee: The placing of four largo arc lights at each intersect iou. with cluster lights at intervals along either sido of fho street; the removal of all poles from the middle and sides of tho street aud the laj-ing of a new asphalr surface. Mr." Kelscy 's plan is to have an aro. light placed on each street corner at. tho four intersections between Brigham and Fourth South streets. Two of those lights could be turned off at midnight to cut down the expense. There would be two circuits with two lights ou each circuit,, if his plau were adopted." Tho arc lights could bo suspended by fancy brackets from tho trolley poles at tho Corners or intersections. The biggest argument in favor of the proposed plan is that tho cross-bars underneath tho one lamp now at each intersection shut oil part of the light and throw parts of tho interscctiona into semi darkness that is almost as bad as darkness.
