BOSTON, March L The Armstrong Insurance report Is not drastic and offers no cure for the real evils of the Insurance system. Such Is the conclusion con-clusion of Thomas W. Lawson after a careful examination of the document. He does not Intimate In any way that the commission was not honest. He does not hesitate lo say, however, that the commission was under strong pressure. pres-sure. The real criminals were whitewashed; white-washed; the real evils of the system are not exposed. Nothing is told that the public does not already know. The real criminals have not been held up to public scorn. No call has been made upon District Attorney Jerome to put the big bandits In stripes. Mr. Law-son Law-son himself predicts that within a year the men who he thinks are really the guiltiest of all John D. Rockefeller and II. H. Rogers will be suffering for their wrongdoing. The commission, ho says, deliberately deliber-ately avoided going after the big financiers, finan-ciers, and he personally offered the committee the evidence taken at a private pri-vate hearing in Boston that the Insurance Insur-ance companies financed to the extent of $12,000,000 tho notorious New England Eng-land Gas and Coke steal. The committee com-mittee declined to receive a copy of this evidence. They would not explore any avenue on which the big men might have to travel to State's prison. Tho Panic Bugaboo. The committee, as Its report shows, was led to believe that If the Investigation Investi-gation was too thorough or the report too drastic, It would result In revelations revela-tions that wobld necessitate Investigations Investiga-tions that might bring on a financial panic. Therefore they halted in their examination and have turned in a report re-port which Is of Httlo or no value as a cure for the evils of the system, or which by Itself, or by being founded on It, will prevent a recurrence of such evils, or make It Impossible for the same men to recommit the same crimes. "The committee was steered away from the real thieves," he says. "The committee has not showed a thlncc that the entire public did not know from reading the reports of the hearings, hear-ings, except a little paragraph about the wickedness of syndicates. "I am through with the McCalls, the McCurdys and the other poor small fry that the Insurance company puts all the blame on. Where thoy got tens of thousands the men higher up got millions. Those are the men which the American public must get after. "Listen to a prediction. Within a year John D. Rockefeller, H. II. Rogers, Rog-ers, and I don't know how many moio of their fellows, If living, will be wearing wear-ing stripes In the State's prison. "They can't stop the wave that Is sweeping over the country. With the people In control of the companies and an honest board of directors Investigating Investi-gating and prosecuting the thieves that have robbed In the past, their millions will not count for much. They realize this and are moving heavt and earth to get control of proxies. Giving- Away Policies. "They are cutting In prices on policies, poli-cies, rebating and oven giving policies away Just to get the proxies. Lawson announces that as soon as he has a chance to get his breath he will Issue a statement telling the policyholders policy-holders how they can use the Armstrong Arm-strong report lo their own advantage, although It was not intended to have that eCfect.
