PETERSBURG, July 23 The period pe-riod of time allowed officially for the registration reg-istration of intention to take part in tho elections of delegates to the third Russian Rus-sian Duma expires today, and the results recorded are a good indication of the present political mood of the masses. The profound indlfforenco of the people to tho workings of tho "Selvrneurlal" Duma 1b clearly evidenced. The absenteeism of Democratic voters is sot forth In the following table: Odessa. IS registrations out of a total vote of 20.000: Smolensk. 17S registrations out of a total vote of 700; Tiraspol, 30 registrations out of a total vote of 500; Nizhni, Novgorod, 16 registrations: Saia-tov Saia-tov and Poltava, 10; Penza, Noyhllov, FCamcnt7:tod and Olsk show no rcerlsu-a-tlons whatever. Moscow and St. Voters-burg Voters-burg show a registration extremely light. In St. Petersburg the time has b-icn extended ex-tended for a fortnight.
