Laborers Hardly Efficient The Secretary said he found the sanitary sani-tary conditions excellent and believed that b continuing the present methods yellow fever could be controlled. He thought the efficiency of the laborer! was not as high as It should be. but said that he did not contemplate making a change until the men had been given a fair trial.
