Tho Chief of Pollco Boudneff has also posted a proclamation pointing out that the Government action will bo a reduction of tho hours of labor, otc, declaring that tho preservation of order Is indlsponsablo and urging tho workmen to return to work. Although this Is payday, tho employers at tho request of tho authorities havo posted notices at tho closed factories that tho men will not bo paid until work Is resumed, re-sumed, tho fear being that If they- reported report-ed whllo Idle they will lndulgo in vodka and precipitate trouble which tho employers employ-ers and tho authorities aro trying to avoid. Troops are still posted at various points In the city, but so far as posslblo they are kept out of sight in order to avoid Irritating Irritat-ing the workmen. |
