Show PLAY GROUNDS FOR THE BOYS Councilman Hartenstein Takes a Hand in tho Problem of Curing Hoodlumism. Councilman, Hartensteln Is drafting a resolution to be presented to the City Council .Monday night which provides for the establishment of baseball grounds in Liberty park for the use of Salt Lake boys. Ordinances prohibiting prohibit-ing this and prohibiting that have failed to effect the slightest reformation among the hoodlum element of the city. As was said nt the meeting of principals on Wednesday, there is no means of punishing wayward j-ouths for the minor criminal offenses committed, and consequently little excuse for a rigid enforcement of the laws. Thero is no jilaco to put the boys when arrested ar-rested except in jails, where they come In immediate contact with hardened criminals. Boys Should Play, The Councilman from the Fourth believes be-lieves that the city is partly responsible for tho offenses committed by Its boya. "The streets," he says, "may be schools of crime, as was stated by one of our school principals, but I will venture to say that tho boys would not live upon the main thoroughfares and bo seen there nt all hours of the day If they had a better place to go and spend their time. It Is the duty of the city to furnish these boys with playgrounds and ball parks. Liberty park is an excellent ex-cellent place for the grounds, and my resolution will jTpeclfy that the grounds can not be uwd by professionals, and that no admittance can bo charged to see any game." Cost Would Be Light. It is believed that the grounds could be fived up with a ymall grand stand at a comparatively small cost, and there can be no doubt that such a resolution will meet with the hearty affirmation of every member of the Council. In thlii way the city will be leading the boys away from mlschiveousness instead in-stead of ordering tbem away with ordinances ordi-nances that can not be enforced and for which the boys have little or no respect. Another consideration urged In favor of the baseball park and public play grounds Is that the people are entitled en-titled to tbem. One of the obligations Imposed upon a municipal government is to look after the elevation of the poorer- classess and providing of places for healthful recreation should be just ay essential and important, as the public pub-lic school. Expects to Succeed. Nothing short of a parental school could produce much of a reformation among Salt Lake's large claw of Juvenile Juve-nile hodlums, bat certain It is that a puUority of. tho boys seen, at -all hours on the streets would naturally rather be playing baseball than hanging around some saloon bent on mischief and learning to drink and use tobacco. These, however, aro Mr. Hartensteln's Ideas, and the other Councllmen. he feels sure, will back him up In making the experiment. |
