Show THE POSTAL CHECK CURRENCY. With the convening of Congress there comes again a discussion of the proposed pro-posed post check system as a means of transmitting money through the malls. There Is evident need of some circulating circulat-ing medium that may be safely sent through the malls, and no class of people peo-ple would be convenlenced thereby more than the farmers. The post check idea Is gaining rapidly in popularity, and practically all of the postofilce officials favor the plan. Hon. E. C. Madden, third' assistant postmaster-general, In his recent annual report says: "The practice of the public of using postage stamps for small remittances remit-tances in the malls has grown to enormous enor-mous proportions. The result is that the Department loses heavily, not only because of Improper salts by postmasters postmas-ters for that purpose, thereby Increasing their compensation wrongfully, but in Imposing upon postofilccs, especially in the large cities, the labor of handling mall matter the revenues from which are derived by other postofilccs. It encourages en-courages trafficking In postage stamps, and this encourages the robbery of post-offices. post-offices. Many plans hav& been proposed for obviating this evil, but none which .jaave come to my, attention equals la simplicity, effectiveness and efficiency, the post-check proposition. With such a i simple means of making remittances, merchants would soon be compelled to refuse postage stamps as currency. The postuge stamp would then lose its value for the purpose of remittance. I recommend recom-mend this subject to your favorable consideration, and trust that you may deem it proper to recommend that this system of transmitting "money In the malls be authorized at least In an experimental ex-perimental way." |
