Immigration Is Increasing in spite of the doubled capItation tax and other restrictions in the amended immigration I laws The laborers of Europe seem to appreciate to Its fullest extent thc great prosperity and opportunities in I this t country In fact they appreciate them too well as is illustrated in the case of the two parties of Panunanla immigrants immi-grants who have come under some sort of a labor contract and arc not able to fulfill it They should of course be 1 sent back on both accountstheir cornIng corn-ing being a violation of the laborcon tract law and their liability to become a public charge on account of their helplessness help-lessness The main trouble with the new immigration law Is that it stops fat short of where II should as to a large number I of the immigrants the restrictions restric-tions ought to be so rigorous as to keep them out
