legislation maiclnj a large sum available for the reclamation reclama-tion of lands In the arid West com ling on the heels of years of extreme suffering from shortage of water In many sections of the country has brought thhs subject home to the people peo-ple of Utah with great force There is pressure from all sides upon the Legislators Le-gislators to put Utah In the way of selling sel-ling her full share of the Federal bounty and even If there were noth I ing Ih this phase of the subject the securing of water is a JIfcanddcath struggle I with many people In all parts of the State DUBIOUS OP OUTCOME Lonshouded members of both Senate Sen-ate and House are dubious rs to the outcome In the way of irrigation legislation legis-lation It Is recalled that in tbe lust sepion of lie Legislature I I the joint irritation Ir-ritation committee of the Senate and House put in practically sixty days of the session In dismissing ksislalion along this line With thc Colorado and Wyoming statutes as a working basis the committee finally agreed upon a report only to have practically nine lenlho of It knocked out In the House and Senate With this experience fresh in mind the friends of Irrigation are not sanguine over the Legislative outlook SALT LAKE NO PART Salt Lake will have but little to say on the subject of Irrigation so far as the work of the Senate and House committees com-mittees I is concerned Just one Salt Laker and lie from the Lower House is put l t upon irrigation committees In view of the leading part this county has lately been playing In this Impor tant matter this will be dllllcull to understand The committee of the Upper Up-per House Is composed of McKay Johnson C P Larsen S H Larsen Barnes Llcnnlon and Murdock The House committee Is made up of Austin Roberts Child Smith Anderson Jfc Klnnon Hawley J E Johnson and Peterson Pe-terson TO CHECK WASTE No time will be lost by the friends of Irrigation In getting to work to accomplish accom-plish all that Is possible along this line Representative Austin will Introduce in-troduce a bill during Ihe I coming week to prohibit the waste of water from flowing artesian wells It will give the cities and counties power to prevent by law the running of artesian wells out of season The Idea of the measure is to hold the water back In the winter till It is needed l for the 1 irrigation of the crops In the summer Fy permitting permit-ting the wells to run continuously it Is argued that the water IK I drawn away from the higher levels No Snub Was Intended Friends of Speaker Hull of the House of Representatives regret exceedingly that his distribution of committeeship positions has raised such a tumult in certain quarters A political advisor who Is very close to Mr Hull asserts that no snub was Intended A L Ham lln and that he was Inadvertently left off one of the most Important committees commit-tees In the House Representative William E White asked for the chairmanship chair-manship of the Judiciary committee but Mr Hulls advisors would not listen to Whites appointment to that Important Impor-tant position > As a result of this he fared poorly as lie would have been satisfied with little less Representative Representa-tive Brink was given all lie asked for and If he did not get his share It would seem that he has no one to blame but himself Mr Hull is said to have taken Into his counsel a number of prominent promi-nent party men outside the Legislature Legisla-ture and did not complete his list until un-til within live minutes before the call to order on the day when the committees Some favor a trip to Wyoming others are In favor of going to Idaho still others to Denver and still others to the Northwest with Portland as the objective point The weight of the sentiment thus far propo-sitions will be up before anything is decided Senator Lawrence Energetic Senator Lawrence who was honored with the chairmanship of the Judiciary committee of the Stale Senate by 1 President Allison Is the youngest man in the body being scarcely 10 years of age Hes also one of the most active I ac-tive and seems determined to make a I record Before adjournment Saturday he called attention 10 oclock this morning morn-ing when It is supposed the machinery of his committee will be set In full motion mo-tion Favors Dispensary Plan Representative David H Morris of Washington county one of the five Democrats who Inadvertently broke Into In-to the present House of Representatives Representa-tives is very much In favor of liquor legislation at this session He has not yet made up his mind to Introduce a bill on the subject but he expresses himself as favorable to the dispensary plan In this he advocates county ron trol of the entire liquor business all the profits to go Into the county school fund It la safe to assume that there will bo l many other plans submitted early ear-ly In the session and there seems to he a strong sentiment among the members in favor of more stringent laws for the regulation and control of the liquor traffic This applies especially to regulations regu-lations for keeping minors out of saloons sa-loons |
