Show LAST OPPOSITION GONE Panama Junta Will Return Canal as Soon ns Possible Becoming With Dignity Panama Nov 2 iIhc I slight opposition opposi-tion to the ratification of the canal treaty between the Republic of Panama and the United States which prevailed on the Isthmus a day or two ago now appears to have been overcome If I not altogether dissipated This opposition existed only among few Governmental ofllclals who now have been won over and thoroughly convinced by the reasonable rea-sonable arguments of their conferees The plan outlined in these dispatches yesterday by which the treaty was to be signed and dispatched to Washington Washing-ton on the day of its arrival here has been abandoned because It is feared such raplUlly of action might give the Impression that the treaty had been hastily and Inadequately considered and thus lay the members of the Junta open to criticism It Is absolutely cur lain however that the treaty will be ratified without the slightest opposition In Governmental circles here It Is now said that the Junta as soon as the treaty has been ratified will address a note to Secretary Hay asking that SL000000 be paid In cash to the Panama Government and that 58000000 shall be transferred in such a manner that It can be Invested the Interest being payable pay-able to the Government It can be paid authoritatively that the junta Is I still 11 Irmly 1 opposed to undertaking under-taking the responsibility for any portion por-tion of ColombIa fnrulgn ludebtcdncfcs |
