Show President Jlmlnez of San Domingo has announced unofficially that he will soon open negotiations with President McKinley for the annexation of his country to the United States Gen Grant wanted to annex San Domingo when It was offered more than thirty years ago but he was beaten in his efforts by tho Charles Sumncr and Carl Schurz type of men Sumner made his reputation fighting slavery and when Gen Grant with his clear practical sense saw by the tumult of reconstruction reconstruc-tion days that there would always be clashlngs between the races in the South which would probably culminate In a race war when the South was more densely populated sought to obtain ob-tain that island as a refuge for the colored race in the United States it was then that Sumner turned all the power of his Intellect against the scheme denounced it as a job the whole array of mugwumps Joined In and the scheme was defeated Now we notice that the first Installment Install-ment of colored men from the South I is preparing to sail for Liberia Liberia Is a long way beyond San Domingo If they want to go somewhere San Domingo Do-mingo would supply them a much nearer home But the memory of the other attempt is fresh in the minds of many Americans and we suspect If I the President of San Domingo makes the proposition to President McKinley it will be declined The people of San Domingo are not capable of selfgov ernment and they are all of the colored race Were the island annexed it would have to come In under a colonial I government without any prospect of future Statehood and any one can imagine a storms being raised at the pros ect of such an acquisition |
