in charge of the United States troops in that dls tript t was brought here tonight by the steamer SU Paul thirteen days from St Michael The necessity for martial mar-tial law arose out of the jumping of mlnlng claims and other acts of lawlessness law-lessness SMALLPOX IN THE CAMP The St Paul also reports a great many case of smallpox and typhoid fever at Nome When she sailed it WAS thought however that the further spread of the disease had been checked MILLION AND A HALF IN DUST The St Paul brought fiftyfour passengers and 1500000 in gold dust the bulk of which was consigned to the Alaska Commercial company Of this amount about 5125000 was from the Cane Nome district I J Among the passengers there was distributed dis-tributed about 200000in gold dust The largest Individual l holders were J S ian ford and Peter Johnson who brought about 30000 each from the Ramiart district DISAPPOINTED PROSPECTORS Among the passengers from Cape Nome there were some who returned disappointed These report about 30 000 men there many of whom arc unable un-able to find employment They say also that money is scarce with many bf them and that many will return on the next steamers CAUSE FOR PROCLAMATION Concerning the establishment of martial mar-tial law the Nome Gold Digger on July 10th says The government of the camp was last night at a special meeting of the Chamber of Commerce given largely into the hands of Com anlssIonouRuw The CJLUSCS that led up to it was the conditIons 6T properly prop-erly that people had been led to believe be-lieve Avcre Insecure COULD NOT PROTECT PROPERTY At7 the Chamber of Commerce where thirty or forty persons had gathered gath-ered United States Commissioner Rawson made a statement He said municipal government was no longer long-er able to protect property rights It had not the strength nor confidence to enable 11 to carry out the purposes for which it was intended It was absolutely abso-lutely necessary be said that some means be taken for the protection of property and the preservation of law and order He submitted two propositions proposi-tions and said he was going to do one of two things and with small delay TWO PROPOSITIONS I The first Is 1 shall take complete charge of the town he said so far as my authority goes as commissioner ignoring ig-noring the existence any other authority au-thority and appoint a sufficient number num-ber of wellselected officers who will be under tha order of the United States Commissioner and Marshal The second Is that I shall inform the commanding olllcer of the detachment detach-ment at this place that the authorities are unable to handle the situation and protect the property and lives or the people and ask that he take such charge as his orders Justify him In doing DID NOT RAISE FUND II If you request me to take hold I shall do it only on one condItionthat the Chamber of Commerce raise funds I sufficient perhaps 1000 for the employment 4 em-ployment ten officers for two weeks and I will give my time and attention loll If not you will certainly have the soldiers handling your camp and very quickly The 1000 was not raised and the soldiers were In charge of the camp when the St Paul sailed The steamer Santa Ana was still in quarantine on account of smallpox when the St Paul sailed WAS A WILD CAMP I never saw such a camp In all m > life gaid CupU Charles Anderson who went
