Show I THE ANTITRUST RESOLUTION I The first antitrust law was the Sherman act which was passed July 21 iSO I was amended by the Wilson Wil-son act of 1505 An attempt was made enforce tho law Suits were begun and they were squelched by Mr Clove lands AttorneyGeneral On the ground that such a law could not be enforced without a constitutional amendment a Joint resolution was introduced in-troduced In Congress last spring to submit to Ute Legislatures of tho several States for ratification I I rati-fication a proposed amendment to the Constitution of tho United States which If ratified by the Legislatures of a proper proportion of the States I would become a part of such Constitution Constitu-tion It read as follows Article XVI Section 1 All power conferred con-ferred by this article shall extend to the several States tho Territories j the District Dis-trict of Columbia and all territory under r the sovereignty and subject to the Juris diction of the United States I Sec 2 Congress shall have power to define rCGUkUo prohibit or dissolve trusts monopolies or combinations whether II wheth-er existing tho form of a corporation or otherwise The several Slates may continue to exercise I I exer-cise such power In any manner not In conflict with tho laws of tho United States Sec 3 Congress shall have the power to enforce the provisions of this article by appropriate legislation Tho tylli came up far a vote4on the first of June of the present year Of this vnfo there were 151 Iv oCWhich liO wore Republicans and 132 nays of which 130 were Democrats or Pop lsts The resolution failed to pass oying to the fact that a twothirds voteis required re-quired upon proposed constitutional amendments and Its rejection was thus solely through Democratic votes ring r-ing voted no 1 I |
