as given above The decision was not reached without some differences of opinion as to the justice of the apportionment appor-tionment and as usual Salt Lake county came out second best in the argument A committee of five on apportionment ap-portionment made an allotment of the places and gave the engrossing clerkship clerk-ship to Salt Lake Weber demanded this particular piece of Salt Lakes pie and got It with the assistance of the remainder of the alfalfa membership but a sop was thrown 0 the metropolis by the granting of an additional com raittee clerIc which was taken from Box Elder county because that county coun-ty had no candidate to fill the position Box Elder in turn was pacified with the place of assistant doorkeeper created cre-ated for the purpose and an assistant sergeantatarms was provided for the purpose of making Tooele county hap pyCUTLER CUTLER WAS CHAIRMAN The House caucus was held in Judge Judge Halls courtroom at the city and county building and all of the Republican members were present Before the lookerson were requested to vacate Glasmann named Scot Cutler the heavyweight from Kane a chairman of the caucus and the choice was made without dissent After the doors were locked Archibald Stewart was elected secretary and later Representative Kelly was called upon to assist him The rollcall showed only four members absent There was an evident anxiety to hasten the programme by thrusting the honor of the thrustnG Glasmann of Weber and ho was nominated nomi-nated and elected by acclamation be fore the purpose of the caucus had been announced Then there was a little discussion of the binding quality of the caucus and a member moved that those present should agree to be bound by its action This motion was considered to be unRepubllcan and unnecessary and was declared to be out of order GLASMANN TWICE ELECTED In the meantime the four absent members Hewlett Kelly Bench and Christensen arrived and it was decided to nominate the candidate for Spealcer over again in order that the four might have n voice in the acclamation accamaton No one said no and Hon Bill was doubly honored Then the members entered upon a discussion of a plan for apportionment and a motion was made that ono member from each county constitute a committee of apportionment ap-portionment The size was finally trimmed down to five and these were appointed South of Rich Johnson of Garfield Hewlett of Salt Lake Barrett of Beaver and Evans Utah This feature under way some one raised the question of who would preside In the House before the organization wa effected e fected and the caucus decided that Glasmann Smith and Homer should be a committee to Invite Secretary oC State Hammond to preside at the pre lo preliminaries pre-liminaries Glasmann raised tho point of providing 1 provid-ing for the organization of a permanent perma-nent caucus and suggested that Utah and Salt Lake counties name a caucus chairman and secretary Benner Smith opposed any premature settlement oC the permanent caucus organization and llnally It was decided to delegate to tho Speaker and to Cutler and Stuart Stu-art the temporary caucus oHlccrs the authority to call a House caucus until the permanent caucus Is determined uponDISCUSSED DISCUSSED COMMITTEES At this stage the caucus took a recess re-cess while the apportionment committee commit-tee was engaged In its labors and the recess was enlivened by a reading of 1 list of House standing committees I was agreed to separate the Reform School and PenJteJViJury committee Into two committees In order that the institution for young offenders should f not be contaminated by association with tho prison for old criminals A proposition to combine the Forestry and Fish and Game committees WU voted down because of the wide range of Interests betwcetf sawmills and trout motion to abdllsh the University Univer-sity Site committee was also defeated the theor upon theory that the University may some time need more site No other changes were suggested J the committees and Speakerlobe Glasmann Invited the various counties to submit to him the names oi the members they desire on each committee commit-tee He wants only men who v si1l net and said that there would probably be I twenty applicants for each committee He thought that Inasmuch as there were only sixteen Democrats In the House that one place on each committee commit-tee will sufllce them THE APPORTIONMENT When the apportionment committee reported it I gave the engrossing clerk to Salt Lake and divided the committee I commit-tee clerks among Utah Box Elder and Salt Lake counties and there were no assistant doorkeepers or assistant ser geantsatarms provided for Otherwise Other-wise the apportionment was as it appears ap-pears In the lst I wound up with a recommendation that the Governor gvlen l personal messenger and that the Job should jro to n colored Repub lican Tills latter recommendation was taken up at the end of the session and after some debate it was cut out and the Governor will be permitted fip himself him-self determine the color of his messenger mes-senger Mr Axton suggested that the caucus cau-cus should avoid the danger of choosing Incompetent and unqualified clerks Tho committee clerks said he should be stenographers and typewriters Mr Hall said that this cut Box Elder out because their candidate was not qualified quali-fied for a committee clerkship Then Mr Smith took the Soor and suggested that Salt Lake had not been treated fairly that the apportionment had not been with regard to the size of the countys representation nor In accordance accord-ance with the size of the vote compared with the rest of the State He thought that Salt Lake ought to have onethird of the offices There were he sal hundreds of applicants for places from capable deserving people who had worked for the party and needed the positions CUTLER JUMPED SALT LAKE Chairman Cutler called Glasmann to the chair and stepped down to answer Mr Smith Ho said that as usual Salt Lake wanted the whole earth It had everything in sight nowSenator Representative Governor and Supreme Judges and now Jt wanted to take this simple little House patronage away from the outside counties Kane county he said had cast a good many Republican votes It is true he said you furnish all the brains but you dont furnish all the votes by any means Will you vote for a Senator from Salt Lake asked Mr Smith I decline to say who I will vote for retorted Mr Cutler VAN HORNES DEFENSE Then Mr Van Home entered a defense de-fense of Salt Lakes position worker in Weber cqunty I He thought they should be generous and reward Weber with one more office of-fice He thought a fourth of the offices was enough for Salt Lake MORE OFFICES Hereupon Mr Axton offered n solution solu-tion of the difficulty by giving Weber the clerkship aSlccd for giving Salt Lake another committee clerk and providing pro-viding places for an assistant doorkeeper door-keeper Archie McFarland added to the argument ar-gument for Weber by saying that the county had not asked for the Speaker shIp I had been given without asking ask-ing On a vote Axtons proposition was carried The House caucus was notified that J the Senate caucus had appointed Senators Sen-ators Howell and Sherman to confer with a like committee from the House caucus and to arrange for future Joint caucuses The House appointed Smith South and Anderson Then the caucus took another recess In order to permit I the county delegations to name their candidates for the respefctlve positions allotted
